"Examples of non-structural Interim Risk Reduction Measures include:

National Environmental Policy Act (NEPA) and other environmental reviews may be required.

  • "Stockpiling emergency materials, e.g., rock, sand, sand bags, emergency bulkheads, lighting plants, or other operating equipment, etc.
