In evaluating impacts to wetlands and other cultural/environmental features, regulations often require the delineation of permanent impacts and temporary impacts. For example, temporary impacts to wetlands and habitats may result from drawdown of a reservoir below its normal operating level in order to facilitate [[construction]]. Conversely, permanent impacts to wetlands and habitats may result from a spillway modification that raises the normal operating level of a reservoir as a means of increasing storage. Temporary impacts may require some restoration after a construction project is complete, but would generally be expected to recover to their pre-project state. Permanent impacts likely will require other mitigation measures to offset the permanent loss of the resource.
